The Pan-European Dialogue on Migration Development

The objective of the Pan-European Dialogue on Migration Management is to set a platform for multilateral regional dialogue in order to shape coherent and transparent migration-related policy and programming priorities between the EU Member States and their neighbors. The programme will aim to reinforce and contribute to the policies and converging ambitions of the Hague Programme, the European Neighbourhood Policy (ENP), and the Lisbon Agenda. More Info

Reinforcing the area of Freedom, Security, Justice and Prosperity in Europe and its Neighbours

The high level Ministerial Conference " Reinforcing the Area of Freedom, Security, Justice and Prosperity in Europe and its Neighbours: Migration Management and Good Practices "  taking place in Brussels on 24-25 January 2006. The event is being organized by IOM and the Government of Belgium in its capacity as Chair of OSCE in 2006, under the future Austrian EU Presidency, and in partnership with several EU MS and neighboring countries. The Conference is aimed to strenghten multilateralism and cooperation between all the involved partners, building upon the commitment of all the partners involved towards the development of coherent and effective patterns for migration management. Recent EU initiatives on Migration and related issues:
a contribution to the work of the Conference on "Reinforcing the area of Freedom, Security, Prosperity and Justice of the EU and its neighbour countries"

The Conference addresses the relations between the European Union and its neighbours in the East, South-East and South (the Balkan countries and the countries covered by the European Neighbourhood Policy) on migration and related issues. Three recent, important documents define the policy of the European Union in this respect: (1) the strategy for the external dimension of Justice, Freedom and Security issues; (2) the Council Conclusions on Migration and External relations and (3) the ‘Global Approach to Migration: Priority Actions focusing on Africa and the Mediterranean'. The following summary of these three documents is a contribution to the work of this Conference. More info

Hague Program

The goal of constructing an 'Area of Freedom, Security and Justice' across the Union was agreed at the Tampere EU Summit of 1999. When the 'Tampere programme' came to an end in 2004, the Commission set future guidelines for the years to come and a new programme for freedom, security and justice for the years 2005-2010 was produced. The Hague Programme emphasizes as a growing priority the development of a coherent strategy to reflect the EU's special relations with third countries, groups of countries and regions. In addition, the Hague Programme aims to strengthen the space for freedom, security and justice in the European Union, and improve the common capability of the Union and its Member States to guarantee, inter alia, enhanced cooperation with the countries of the new neighbourhood, regulation of migration flows and control of the EU´s external borders, the fight against organized cross-border crime, fundamental rights, access to justice, and prevention of terrorist threats. The European Neighborhood Policy

The ENP's objective is to share the benefits of the EU's 2004 enlargement with neighbouring countries in strengthening stability, security and well-being for all concerned. It is designed to prevent the emergence of new dividing lines between the enlarged EU and its neighbours and to offer them the chance to participate in various EU activities, through greater political, security, economic and cultural co-operation. The ENP is also meant to improve the Union 's capacity to support cross-border cooperation the external borders of the EU.

The Lisbon Strategy

The Lisbon strategy was adopted in March 2000 and aims to make the EU the most dynamic and competitive economy by 2010. This strategy involves a whole set of policy areas aiming at enhancing European economies competitiveness through a balanced socioeconomic strategy in particular in relation to modernization of the labour market and anticipation of changes to the existing workforce. The European Security Strategy

The European Security Strategy is the policy document that guides the European Union's international security strategy, setting out its main priorities and identifying the main threats, such as terrorism and organized crime, failing states and regional conflicts, wars and proliferation of weapons of mass destruction . The strategy was developed by Javier Solana , High Representative of the European Union's Common Foreign and Security Policy , and published and agreed upon by EU leaders in December 2003.
