IOM has signed a convention with the Government of Belgium to plan and organise the assisted voluntary return project REAB (Return and Emigration of Asylum Seekers ex Belgium), aiming at the assistance to the voluntary return and reintegration of asylum seekers, people under temporary protection and other alien groups in need of assistance. In conjunction with the REAB programme, IOM is implementing the project “A comprehensive assisted voluntary return and reintegration approach to targeted countries (Congo DRC and Morocco)” within the frame of the EUROPEAN RETURN FUND – NATIONAL ACTIONS 2008-2009.
General functions:
Under the direct supervision of the Head of Unit AVRR (Assisted Voluntary Return and Reintegration) and in close cooperation with the Reintegration Focal Point, the incumbent will have the following duties and responsibilities,
- Design and implement an enhanced methodology to provide reintegration support to migrants from the Congo DRC and Morocco;
- Design and implement a tailored micro business training component directed to the selected migrants;
- Organize Training session towards Fedasil return counselors on pre-departure counseling tools developed within project;
- Implement and test pre-departure counselling tools such as interview protocols and procedures including specificities related to the profile of the selected beneficiaries;
- Design and develop an ad hoc counselling space in order to receive the migrants, including vulnerable migrants and have successful pre-departure counseling;
- Develop specific information and communication activities towards the key actors involved in this reintegration assistance process;
- Coordinate the implementation of specific reintegration assistance packages for 50 selected beneficiaries (30 beneficiaries with Micro Business and 20 vulnerable case beneficiaries)
- Organize monitoring visits to the selected countries of return to assess the actual implementation of the enhanced reintegration assistance packages and methodology used.
- Liaising and coordinating with Fedasil and Immigration Office– including the set up and coordinating regular working group to steer the project;
- Liaising with IOM missions in Congo DRC and Morocco;
- Responsible for the reporting to the Government of Belgium;
- Assist the Head of Unit AVRR in any other tasks as may be required;
Education and Experience :
- Bachelor Degree or alternatively, an equivalent combination of relevant training and experience.
- At least 5 years of working experience in an international environment of which at least 3 years of operational experience in refugee and migration related issues.
- Excellent knowledge of reintegration support mechanisms.
- Experience in training and designing training materials targeted towards specific needs.
- Excellent communication and presentation skills.
- Ability to maintain effective working relationship with governmental and non-governmental authorities.
- Ability to draft clearly and concisely.
- Excellent level of computer literacy and database applications.
Personal commitment, efficiency, flexibility, drive for results, respect for diversity, creative thinking. Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds. Ability to meet deadlines and work under pressure.

Under the overall supervision of the Head of the Implementation and Management Services (IMS)/ the MIDA Project Coordinator in Brussels, the incumbent will assist in the implementation and coordination of the activities of the programme entitled “Programme de mobilisation des ressources de la communauté burundaise, congolaise et rwandaise de l’extérieur pour le développement des pays des Grands Lacs.”
In particular, s/he will have the following duties and responsibilities:
- In close cooperation with one other project assistant, support the coordination and implementation of the networking, administrative and operational activities related to the MIDA phase IV programme;
- In close cooperation with the project coordinator and one other MIDA project assistant, and with a particular focus on programme activities in Burundi, coordinate and support the activities of the national MIDA offices in Burundi, DRC, Rwanda, and of the selected experts from the diaspora, in particular with regard to implementation and monitoring of the local multi-annual projects (including monitoring and evaluating of the diaspora expert missions);
- In cooperation with one other MIDA project assistant, provide guidance to the MIDA focal point in IOM Kinshasa concerning the monitoring of these projects in the three beneficiary countries, with a particular focus on those implemented in Burundi;
- In close cooperation with the IOM MIDA Focal Point in Kinshasa and the programme coordinator, assist in overseeing the administrative and financial management of the MIDA office in the Burundian Ministry of Labour;
- Within MRF Brussels, assist in the coordination with administrative and financial services (AFS) any contract and payment for expert missions and capacity building activities for MIDA partners in Africa;
- In close cooperation and coordination with one other project assistant, assist in the preparation of the work plan and schedule for project reviews, monitoring, reporting and evaluation; ensure the follow-up; prepare implementation progress updates and reports to donors and to IOM Headquarters and closely coordinate with PPSU on the development of new migration and development projects;
- Assist in the organization of committee meetings with relevant African diaspora associations and other MIDA partners in Belgium and in Africa, in cooperation with the national MIDA Coordinators and the other project assistant;
- Liaise with African diaspora members and organisations, associations and media in Europe to ensure appropriate distribution of MIDA information, with a focus on (overseeing) the production of information material (newsletters, information brochures etc.);
- Prepare conference presentations and speeches related to MIDA activities or the migration and development nexus for the project coordinator; actively participate in conferences linked to the issues of migration and development and the MIDA Great Lakes project on behalf of IOM;
- Supervise and provide guidance to project interns.
Qualifications/experience required:
- University degree in political or social sciences, law, or closely related field.
- Two to three years of professional experience, preferably in an international environment, carrying out or assisting in project implementation.
- Confirmed interest in the Central African/ Great Lakes region, as well as in migration and/ or development issues.
- Experience in liaison with governmental authorities as well as with national and international institutions would be an asset.
Languages
Mother tongue-level French with a thorough knowledge of written and spoken English.
Computer skills
Advanced knowledge of all Microsoft Office package applications; familiarity with website applications as well as with database management would be an asset.

The Network of Europeans for Electoral and Democracy Support (NEEDS) is currently implemented by a consortium including IOM.
The aim of NEEDS is to increase the capacity of both the European Union and civil society organisations in Europe and other parts of the world to conduct credible and effective election observation missions. The current NEEDS III programmes includes extensive training courses to EC election observers as well as capacity building for national electoral bodies outside Europe.
General functions:
Under the overall supervision of the NEEDS Project Director and the direct supervision of the NEEDS Project Accountant and Administration Officer, the incumbent will co-ordinate the logistics-related activities of the NEEDS Project. In particular, (s)he will carry out the following duties:
- Assist the Accountant and Administration Officer in the preparation of different expenditure and cash-flow forecasts;
- Register and keep track of all incoming invoices and reimbursements, and travel claims;
- Check and code and track all invoices, reimbursements and travel claims as per the rules and regulations of the NEEDS Project;
- Prepare and register all payments in the NEEDS Project’s bank system for the Accountant and Administration Officer to authorize;
- Assist in the preparation of the monthly financial report and bank reconciliation;
- Be custodian of Petty Cash;
- Keep track of all commitments and accruals of the NEEDS Project and update the Accountant and Administration Officer on a monthly basis;
- Prepare draft contracts and draft terms of reference when required;
- Support in the preparation of invoices to EC;
- Support the Project Auditor;
- Maintain all project financial files;
- For IOM seconded staff only, process requests for security clearance following UN rules and regulations when travel so requires. Inform staff member of status of security clearance;
- Provide logistics assistance in the preparation of training courses, seminars or conferences in collaboration with the Training coordination unit including making all necessary travel arrangements for NEEDS Project staff, Project partners, trainers and course participants, preparation of training materials etc;
- In collaboration with the Accountant and Administration Officer undertake procurement actions following EC regulations and NEEDS project procedures;
General Duties
- The incumbent will work under the overall supervision of the Project Director and the direct supervision of the Accountant and Administration Officer and he/she is expected to collaborate with all team members;
- The incumbent will provide backstopping services for the Logistics / Administrative Assistant as well as for Accountant and Administration Officer upon request;
- Any other tasks as may be assigned;
Qualifications/Experience required:
- Bachelor degree or alternatively an equivalent combination of relevant training and experience;
- At least 5 years of working experience in the field of finance and administration in an international environment; Working experience with the EC or with EC- funded project is an asset; Ability to draft clearly and concisely; Good analytical skills for financial data and financial reports, and ability to review and account every sort of financial details. Excellent computer literacy, especially Excel and Access. Knowledge of Macro economy and/ or a Financial Management system is an advantage;
- Personal commitment, efficiency, accuracy, flexibility, drive for results, respect for diversity, creative thinking. Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds. Ability to meet deadlines and work under pressure.
